Provides technical consultation, advice and Medical Review services to Vault clients. Performs MRO functions for urine, oral fluid, hair, and blood drug test results in strict adherence to the provisions of the most current amended 49 CFR Part 40, Procedures for Transportation Workplace Drug and Alcohol Testing Programs. For those tests not conducted under Department of Transportation criteria, reviews will be done essentially consistent with DOT criteria and in accordance with company policy
Responsibilities:
- Reviews and interprets all confirmed positive, adulterated, substituted, and invalid urine drug tests results received from Department of Health and Human Services and/or CAP certified laboratories. In doing so, the MRO, at a minimum, reviews the Drug Testing Custody and Control Form to ensure it is complete and sufficient on its face, contacts the donor, and conducts a medical interview to examine legitimate medical explanations for any positive, adulterated, substituted, or invalid test result. Documents all contacts, attempts to contact and the content of the medical interviews. In cases where the donor cannot be contacted, the MRO shall notify the MRO staff which shall follow the provisions as outlined in 49 CFR Part 40 or company policy as applicable.
- Notifies employees with verified positive, adulterated or substituted drug test results conducted under DOT authority or if consistent with company policy of their opportunity to have their urine specimen reanalyzed or the split portion of their specimen analyzed, depending upon the method of collection. Initiates requests or provides the donor with the hotline number to request the testing in accordance with 49 CFR Part 40 or company policy if applicable.
- Maintains confidentiality of medical information provided by the donor in accordance with 49 CFR Part 40. Before obtaining medical information from the employee as part of the verification process, inform the employee that information may be disclosed to third parties in accordance with the regulation. If not tested under DOT authority, notify the donor that information may be released to the employer if there is a safety concern.
- As required by Federal Aviation Administration regulations, make inquiries as part of the medical interview process whether an individual who had a confirmed positive drug test holds an airman medical certificate issued under 14 CFR Part 67 and initiates notification of the FAA.
- Upon verifying an adulterated, substituted, invalid or positive urine drug test results, or determining that a result is MRO negative, signs the MRO copy of the Drug Testing Custody and Control Form, or similar report with wet signature and returns the result to staff timely.
- In the event a urine drug test result is subject to any form of administrative or legal challenge, e.g., a grievance, administrative hearing, or lawsuit, fully cooperates in the defense of the result and is available for expert witness testimony when necessary.
- Call pharmacies and review documentation to verify prescription authenticity
- Rapid turnaround of cases is an expectation for all cases.
- Customer satisfaction is a key functional component.
- Daily availability to respond to donors
- Submits copies of all MRO records to MRO staff timely. Maintains originals for 6 months. Shreds all documents after 6 months.
Qualifications:
- Must have strong communication skills with the ability to work effectively with staff at all levels across the organization and external clients to ensure the integrity of their drug testing programs.
- Must be a U.S. licensed physician, with current MRO certification by MROCC or AAMRO
- Medical Degree: MD or DO
- Five years’ experience as a Medical Review Officer
- Hawaii MRO license
- Excellent organizational and time management skills
- Excellent interpersonal and communication skills
- Outstanding problem-solving and critical thinking abilities
- Discretion, independent judgment, and strict appreciation for confidentiality
- Ability to prioritize and willingness to be team player
- Fluency in English
